The file
Form EX-19 is the base, with your passport, the 790-012, the EU citizen’s registration certificate (the EX-18 green certificate) and documents proving the family link: a marriage or partnership certificate, birth certificates, proof of dependence. Foreign certificates usually need an official translation and, depending on the country, a legalisation or an apostille.
Where it is handled in Murcia
On the Delegación del Gobierno’s page, this card appears in the list of things its Murcia extranjería office deals with, out at the Cabezo Cortado complex. Since the card is a TIE, a toma de huellas follows.

In Murcia
In the Region of Murcia, family cards appear among the procedures of the Delegación’s foreigners’ office, inside the Cabezo Cortado complex. Fingerprints and collection then follow the usual TIE path, booked on the cita previa website, in the same complex.
Questions people ask
Can I work with this card?
Yes. Family members of EU citizens can work and study in Spain on the same footing as the EU citizen.
What if my partner is Spanish?
Then this card is not your route. The Delegación’s Murcia page marks the EU family card as not for relatives of Spaniards and lists a separate residence authorisation for them.
